what if the exhausing housing is stuck or won't budge? What can I do? I've tried PB Blaster and tapping the housing but nothing. GT3076r. Would I have to take it to a shop?

What about a GT2871RS by garret? I thought u could just spin the middle houseing and leave the front and rear where it was? Did u remove the circlip? cause that spins too easily to have the clip in?

@pentergraph Different turbo designs will have slightly different methods but the same idea applies...make the drain point down ;) the turbo that was used has plates that clamp to the housings when loosened the center and inlet can be spun.

If this isnt done will the oil come out the exhaust exit? and make smoke?

The short answer is yes..
If the oil can't drain properly it may back up in the drain tube and damage the seals which will let oil get into the housing. You must make the drain face straight down so it works with gravity also the drain tube and oil pan return must allow the oil to flow freely..

If you are talking about the actuator depending on how much you are spinning the housing you may have to relocate the bracket to another set of bolts. Remove it while clocking then see where you end up.
