Well, there are a number of unclear matters here. In my opinion, it is very likely that Fleming never intended Bond to drink today's Lillet Blanc. If you shake up a martini with gin and Lillet Blanc,you will realise that this can never have been the drink Fleming was aiming at. It seems there has existed a Lillet Dry at some point, which most likely is what Fleming intended for use in his legendary drink. I think I might have a word with the Lillet people, but I am not sure even they know.
