Whats causing these unusual moves engineering work or something like that?

I don't know why, but it's not because of engineering work.
21 rd is normally used to reverse the Hainault to Woodford train so it can run back to Hainault, but this time it was being reversed on the WB main, and WB trains were being run past it via 21 rd.
Possible reasons for this are:
1: to leave 21 road empty to allow access to the bay road or sidings.
2: failure of the points at the west-end of 21 road so that they couldn't be set for the WB main.
3: rusty rail move.
