Look up Michel Gondry on Wikipedia. It say's he pioneered it.

Sure, the effect was used before Gondry, but he was still a definite pioneer. Both Gondry-directed videos Bjork's "Army of Me" and The Rolling Stones' "Like a Rolling Stone" had the effect and they were released in '95, while Coolio was in '97

That effect was used before Gondry and the Matrix did.
Look for the "I'll see you when I get there" video by Coolio from like 1996.

but is not, thats "bullet time effect" made with several cameras he was the pioneer of that effect made popular by the Wachowsky Brothers in the Matrix.
