The difference? The second clearly stated in "plain language" that the Israelis are attacking the Liberty. Which leads me to believe that the first call was ignored in attempts to try to pin the attack on someone else.

Notice that only two calls for help that the Liberty sends to the Sixth Fleet are received. The first one gets the USS Saratoga to send out fighter jets to help, but they are recalled. The second one, which is in "plain language," clearly states that the Liberty is being attacked by "Israeli Armed Forces". The second one gets the job done, as instantly, help is sent to the Liberty and Israel claims the attack is a "tradgic mistake".
