Municipal electric boards, with the power to issue bonds for electric system investments, and to select their technical leadership, provide a more flexible and locally responsive approach to the recovery of electric service. I have seen this again and again in the U.S. after various natural disasters. Large utilities have their place in generation and transmission, but they are not as quick as municipal electric utilities when it comes to disaster recovery.
This is heartbreaking. INSHALLAH Iraq will return to its former glory.

Iraq's electricity woes date back to 20 years ago...see the new PBS documentary on Iraq's electricity.
Sadaam favored Bagdad...saying give Bagdad 22 hours per day...and the rest of the country 2 hrs per day.
Now that Iraq is a democracy...Bagdad has to share with the rest of Iraq...
