No, the arresting hook is standard on all U.S. Air Force fighter aircraft even though the landing gear and undercarriage is not carrier landing rated. The reason for the arresting hook is for brake failure and "hot brake" ( when a brake locks up ) and cause the pilot to not be able to continue normal braking procedure for the fact that the locked up brake can cause a potential tire fire. All runways at major air force bases have arresting cables near the end of runways just for these reasons.
