It is considered a disease because it is a physical, medical condition, and can be acquired by people who do not already have it, with certain factors (genetic and environmental) which can make a person more likely to contract it. It is actually similar to, as you mentioned, Cancer, and can even have relapses.

I like Jeff Ott, and I agree with him that we shouldn't be locking up people for victimless crimes, but I don't know if he's right that addiction is a disease. I know a few people close to me with cancer, they'd smack the crap out of you if you said drinking was a disease. But then again, he could be right, I know nothing about it, seeing as I choose not to do it.
