A young man was shot dead by police (PNTL) in Dili on December 28 2009. Unrest and tension on the streets followed the tragic death with calls for control of PNTL officers. Security of the government and ministers was increased during the period and President Jose Ramos Horta and Prime Minister Xanana Gusmao mediated upset family members. Jose Belo reports for Tempo Semanal.

  • Killing someone for what ever reason by an institution that should be protecting the people should be condemned and those committed it must be brought to justice and be accordingly sentenced if proven to be guilty. Let us all pray for the rest in peace of our beloved Kuka and let us all also do our best to contribute in the way we can in our nation building process and reformation of its institutions. Thanks.

  • They need our support and collaboration and it is the obligation of the government and the UN to continue and tirelessness provide training our police to become more professional and to respect the human rights.

    Put more resources on this rather than buying luxury cars for our officials. PNTL have tried their best to ensure the well being and safety of our people but clearly they need our constructive support to make our PNTL and institution that can eventually be proud of.

  • The dead of Kuka is really regretable and everyone was really sad and furious. It's understandable. But, blaming the incident and generalizing that all PNTL are bad and should be condemned is a bit excessive. There are still thousands of police out there that are really dedicated and working very hard for the well being of their countryman with minimum resources. It is obvious that our police need more training on all aspects & it takes time for them to get to the professionalism we all want.

  • fucking GUY ....your duty is to protect suspect and victim from the conflict..we are all under the LEI NO ORDEN. dont miss understand instruments that using, it means you are not powerful but you have to loyal to your people. to shoot death never create well solutions even it will get worst,--- "KUKA was innocent"
