This is definitely a glitch. Apparently Zerobadniks avoided running into Bianca earlier, and what happened is two cutscenes played at the exact same time. The first was obviously Mayor Leo stating that they had to get to the balloon. You may've noticed that Spyro was looking in another direction -- that's because the cue of the original cutscene with Bianca was going on at the same time as that cutscene.
You have to be careful with doing stuff like that, though. It might freeze your game.

that would have made a little more sense to make bianca talk to spyro when he got the first set of eggs rather than at the begging when he got nothing

@PlatypusDragon I would count this as the original. Nowadays with all of the new spyro games the first 3 will always count as the 'originals'
