Joseph, Distinguished Fellow at Center for Strategic and Budgetary Assessments Eric S. Edelman, and Senior advisor at the Open Society Institute Dr. Morton H. Halperin, Senator Dick Lugar discussed the destruction of all of the SS-24 rail mobile missiles in Russia through the Nunn-Lugar Cooperative Threat Reduction program as the reason rail mobile weapons are not included in the treaty and, more generally, why the treaty should be ratified this year.
