The Talmud is a basis of Jewish Law. The Talmud consists of the Mishnah and Gemara. The Written and Oral Torahs was handed down through the successive generations from the time of Moses.

The Written Torah is the basis for all halachah (Jewish Law). There was also an Oral Law (Mishnah) that was given to Moses to help and explain the details and "how-to" of the Written Torah. The Mishnah makes up part of the Talmud. The other part of the Talmud is the Gemara which is various discussions on the Mishnah/Written Torah.
