Negative open carry encounter with the Philadelphia Police Department

This occurred on 11-8-12.This encounter took place in Philadelphia, PA on Main St in Manayunk. I was OCing my Glock 23 in my level II SERPA. I had just exited my vehicle and was headed into the barber shop. Officer Ali asked me to cover up my firearm and I said " I will not cover it ". He then asked for my LTCF and this is where the video starts. I just put my iPhone on video record and put it in my chest pocket.

If you have a license to carry firearms either from PA or from a state that has reciprocity with PA you can carry openly or concealed in Philly.
