They aren't mal- nourished. Look at any high producing dairy cow in the US or Canada today and you will see they all look like this. Beef cattle will have a less refined and more substantial appearance. This is selective breeding - an animal that converts calories into milk more efficiently as opposed to beef cattle that convert calories into muscle and store excess as fat
