Ms Pac Man Level 242

Fixing the earlier level bugs but leaving in the color bug and using MAME to warp to level 242, Ms. Pac Man has ghosts that move very slowly, except when they are right underneath their home.

@pokesonic1234 because in later levels ghosts become blue for a shorter and shorter time and in levels 17 and 19+ don't even turn blue. in the level 18 they become blue for 1 second.
