Employees at the Sunoco refinery on Woodville Road protested Friday afternoon in Oregon because work on the refinery will involve out-of-state workers.
The refinery will shut down for the month of March and some of the work is going to an out of state contractor.
Some union members are concerned because they believe metro Toledo needs jobs.
"These local jobs should be for local workers," said Bob Lynn of Jobs for Justice. "We don't want the tax dollars leaving because it's important that they stay here and we want those jobs because our families need to be able to put food on the table."
"It's just a lot of frustration on a lot of different levels and we need to make sure we're keeping people working," added Toledo City Councilman Adam Martinez.
Sunoco Oil officials said of 600 contractors only 50 are from out of town and this is part of routine operations and happens every two years.
