Nope, would you believe, all done with standard omni lights and shadow maps. The trick is to have many lights all low intensity. You constain the position of a dummy to the tardis and then link the lights to the dummy. This way the lights move with the tardis but don't rotate around. Make sure the lights only include the tardis and exclude all other objects. This way you get nice lighting without the time to render it.
