Why put CM Punk in the MITB when his already won MITB?

Cm punk shud defend the IC belt maybe against Regal coz the IC belt hasn't been defended at wm in 7 yrs.Anyone that is a current champ or has won the mitb b4 shudn't be in the match coz it's just a waste.I wud have done:Morrison,Kendrick,R-Truth­,Carlito,Christian,Miz,Ted Dibiasi and Mike Knox
