@SuperUTBER it actually comes from sonic. (from my assumption,) he had a servant named "pingas" and he yelled his name in one the episodes of sonic and it sounded like he said "penis". So... people got the episode online and edited it so he only says "penis!". Search "original pingas scene" and you should find it.

@terrabowser765 It comes from an old episode of the old Sonic the Hedgehog Series. Dr. Robotnik was saying "Snooping asusual I see", but "PINGAS" was more exagerated from the line "SnooPING AS", that's where the line was born.
