@ZoeSquared21 it is not on par with Amelie, but then again few movies are. Micmacs is more like a lighthearted version of Delicatessen.
As for the actors, yes, there are a couple actors from Amelie, Jeunet tends to use the same actors in his movies.

I just saw this in theaters last night and it was fantastic! Beautiful cinematography and it was extremely funny.
