The cord is a "poor man's knock sensor". It is a tube from the side of the block to the operator's ear muffs.
And no, it's not going to choke anyone; if it gets caught it will simply pull out of the muffs.

Nice intercooler setup, very compact. What is the cord running from the driver to the engine for? I've never seen that before.
