there are many facts that support this. 1) Mandy lets Billy touch her MORE than any other character. 2) Out of all the people she's killed or let be killed the only person she EVER felt bad for was Billy (in the movie) and 3) Billy frequently admits that he loves Mandy (whether out of sheer stupidity or love it still counts)

Although I do highly support this couple; I can't be 100% sure that ‘Billy’ and ‘Mandy’ have any romantic feelings for each other at the moment, after all they are still just young little children. But I would not be surprised if something special between them started at an older age; then elevated as the years went by.
Theses two are SO defiantly a perfect match; not just an opinion it’s a FACT! = D <3 <3
