The arrogance of the officer....I am sorry Sergeant was disgusting. After reviewing 36 CFR 7.96 it apppears as if due to your numbers you were not in violation. However, I do not recall anywhere in the Constitution or Bill of Rights that outlined a fee or permit requirement for exercising your God given right to assemble and request redress, therefore I am not sure how 36 CFR 7.96 could even be enforced.
