In order to rid the world of nuclear weapons, the United Nations would have to pass a resolution forbidding the production, use, or retainment of nuclear weapons in every country (including the United States). In turn, nations around the world (particularly those in possession of nuclear weapons) would have to sign a nuclear non-proliferation treaty. A committee, chartered under the UN, would make sure the treaty was followed.
Diplomacy and commitment would be needed to achieve a nuke-free world. It wouldn't be easy. Many nations would not cooperate. Currently, there are nine known countries in possession of nuclear weapons. These include the United States, Russia, the United Kingdom, France, China, India, Pakistan, North Korea, and Israel. During a trip to France to meet with French leader Sarkozy, President Obama stated, "...It's not sufficient for the US or France or other members of the 'Nuclear Club' simply to say all of you have to stop but we're not going to do anything to change ourselves."
The United States should lead by example. By taking initiative, other countries will be more likely to cooperate. Also, we should offer countries collateral in exchange for giving up their nuclear weapons. For example, poverty-stricken countries like Pakistan would benefit greatly from financial aid. By 2020, we would be able to dismantle many of the world's nuclear weapons. We could use the leftover nuclear energy as an alternative power source.
Countries should agree to never, under any circumstances, develop, produce, acquire, retain, or transfer nuclear weapons. Nations should also agree to a no-first-use undertaking, meaning that country will never be the first to use nuclear weapons.
Keeping a nuke-free world is a continued process. We would have the reduce the fear, tension, and mistrust between Western and non-Western countries through persistent peace talks.
