In the 80's when the Soviets were in Afghanistan, the U.S. had covert ops giving arms to the Taliban ( because it was the cold war ) to kick the Soviets out. The Taliban didn't rise, they were always there. We trained them.
Afghanistan didn't attack us, A couple of " Hoodlums " did, big difference ( And even this is debatable. )
