The problem with mots is, that the frequency is too low for this as you said. It's possible to do this with an inverter for ccfls (600V, ~100kHz).

put the output of the hv source on top of the bight bulb and touch the socket of the light bulb with a grounded wire.

lol, i can't make the lightning in a bulb with a mot, too low voltage and frequency :) i have also a movie with some arks with a 2.2kv transformer and lots of amps, like 0.8 or around
