It's not ignorance on your part. There are more than one edition with tempi and dynamic indications for the WTC (as well as Bach's other keyboard works). The fact is, Bach, didn't leave us any of those indications and while many editors have taken it upon themselves to leave "helpful" guides, Bach left a great deal up to us in regard to these things.

Right, I realize there are no rules just as there is no tempo marking for this prelude given by Bach. Where do you take your allegretto from?
