That looked like artillery.
Atleast in this case an engagement was going on against a valid target. I just watched a video of an outpost destroying a multistory building with a 500 pound laser guided bomb 600 meters away, and there was no firing what so ever, and no real spotter that I could determine.
Stupid war.
