Morgus was a horror/science fiction host based in New Orleans on and off from 1959-1989. He also made some rare appearances afterwards. On Saturday nights he would conduct mad science experiments in between commercials and a movie. This video is from his most recent (1986-1989) incarnation. The 52 episodes filmed from 1986-1989 have been re-run on and off through the years.

I grew up watching the 1987 Morgus. I think they are coming out with some new ones on 11-11-11.

No. Leeches have been proven to be medically useful, and at worst, just have their fill and then drop off and go away without causing any serious harm. Your comparison between them and the government is an insult to leeches.
