That only demonstrates that the un-elect may also be part of the new covenant, which means that they will take part of this covenant sign. We are aware that there will be unregenerate people who will take part in communion, but are not truly saved, like Judas. Also, Jesus seems to exclude Judas by saying "But the hand of him who is going to betray me" while directing everything else to the others.

@miking193 the answer to your question, Miking, concerning repentance is a "yes" as well. that's what the apostles did; they commanded everyone everywhere to repent and believe the good news as if each person could have very well been an elect of God (since human beings don't know whom God has chosen for salvation).
