Delegation of Cyprus at WIPO SCCR 24 on nature of instrument for disabilities

This was recorded in the morning of July 20, 2012, as the 24th session of the SCCR began its 5th day of meeting. The Friday discussions were focused on copyright exceptions for persons who are blind or have other disabilities. Cyprus now holds the EU presidency, and is being asked with the European Union will agree that the "nature of the instrument" is a treaty, or something less important like a recommendation.
