Mon chou, if you go back to Alexis de Tocqueville's Democracie en Amerique (l'originel en français, s'il te plait, et les deux volumes, pas seulement le chapitre dedié aux arts...), you'll see that *arts funding* and *"America"* are not going to happen in the same sentence for more than any given 10 years -- and only for political purposes.
The subjects that occupy your mind are beautiful, though.
