Parked illegally while at Victorias Secret- Jimmy Justice

In this video we witness a City Official going shopping for lingerie at Victorias Secret while he was on the clock and should have been doing his job.
City vehicles are permitted to park without paying the meter only while on official city business.
The placard in the window is from the Department of homeless services.
I wonder if the City has a new program called "lingerie for the homeless."
After an exhausting morning of shopping for lingerie, this city official stops to get breakfast but parks in a zone designated for trucks loading and unloading and prevents some truck drivers from doing their job properly.
This is just another example of the malfeasance that New Yorkers witness every day from their elected officials.
