EU leaders begin two days of talks on a major climate change package Thursday. Malmoe, Sweden's third-largest city, faced bankruptcy, unemployment and misery less than a generation ago when heavy industry and shipbuilding died a slow death. But the city decided that it would rather take a leap into the 21st century than decline in agony, and made sustainable urban policies and care for the environment its ticket into the future. Today Malmoe is one of the greenest places on the planet.
