According to a local source these are Red Crested Parrots, they were released from the San Gabriel Arboretum several years ago when it threatened by a brush fire, the little guys were never fully recovered and are now a thriving local fixture in the San Gabriel Valley, we get them on our street sometimes twice a day, where they feed in the trees, they are very loud, but great fun to watch.

they live in tomato fields, so when someone goes to pick him his little beak comes out and bites him. lol
What's the Latin Name
Amazona...
Aren't they the same as Red Headed Parrots?

Amazona viridigenalis, and yes, Mexican Red Heads, Red Heads, and Green cheeks are all the same species!
