not true exactly. half of congress has a revolving door where they actually work for novartis monsanto, or any other big corporations, and they let those companies write legislature. the fine print is quickly run through,of course all majority dems or repub's sign it without giving a fuck what it says. Yes, it broke because 'Congress', aka a big part of the federal government got involved by allowing the corporations too much power. The fact the a program like Medicare was even set up only meant that at some point in the future the government in collusion with the corporations were going to bankrupt it. And who pays for it?.......WE do. In more than one way.

However, the reason it is broke is that a few years ago the powerful Big Pharma lobby bribed enough congressmen to pass legistation that would not allow to government to negotiate for lower drug prices with the big drug companies. So, the federal government by law, must pay whatever the drug companies want to charge and they want to charge a lot. Medicare was in good shape prior to Part D. The blame is with Congress, not Medicare.
