Two countries will fight each other unless they can bargain over their disagreement. Is war inevitable with complete information? William Spaniel solves the model to show that there should be a peaceful settlement given certain conditions.
This is the complete information, static version of James Fearon's "Rationalist Explanations for War" model. See http://www.polisci.ucsd.edu/~bslantch/courses/pdf/fearon-io1995v49n3.pdf
Again I have an issue with the type of example you're using...
In real life, I cant see it working like this. China demands oil from America. If America refuses, there will be war. The outcome of this war is... incredibly dynamic. Using N... how would you ascertain your chances of winning a war again??? What does this REAL WORLD example look like on the chart you used?
I think this manner of teaching game theory... using real world examples and a play-by-play... will help us understand it
