I agree with what he has to say about the president. I think though the president has to wear too many hats. And has too many things to do. It was interesting that he spoke about Reagan and Bush but not Clinton and Carter during that time. Really all Presidents have so much to do and have to create so much of an image that the president can't really think about policy. There is just too much of it for one person to really be an expert on no matter what adviser can tell him.

Command: I think he was referring to an individual firm, and how management controls workers, instead of workers controlling management.

Because it runs from the top down, in a hierarchical way. Economic decisions are made at the top, and the rest are forced to run to catch up. In essence, it's the same as the Soviet system, except that the coercion lies in hunger, and not the truncheon(although that will get used when necessary).

Sorry, I'll fix my my descriptions. It's from "Imperial Grand Strategy" and is a lecture given in the UK at the Universtiy of Manchester, May 2004.
