The pact act was signed into law on 3/31/2010. This new law will of course cause many people to quit smoking therefore your concern of uncollected taxes will be mute. But never fear, NY is now considering taxing sugar drinks. My gripe is that while all these taxes are being leveled against "sin", the rich continue to get richer and allowed to rob the American people on a daily bases. I was not a radical person before but with out a smoke...I think I'm, going to be very cranky.
