i think your rear hub is wore out so you have to ride with a lose chain to reduce tension on your bearings and check your pads.

Yo dude the only thing I could see from your video is that your brakes may be too tight.
You need to remove the pegs and wheels and loosen a little bit of the tension in the barring and possibly use grease on the barring.
Or it could be that the frames might be rubbing onto the small sprocket on the rim. You may need to space it out.
The chain looks too tight.
And maybe your break cable might be too rusted and the breaks will stay stuck.
