It's “图” - "picture; chart; map; scheme; plan; attempt; pursue..."

However, I believe the characters here are misplaced: if they were “奋发图强”, they would mean "go all out to make one's country stronger" (this is a 成语，if I'm not mistaken).

Of course, I suppose Chinese would give you a better and broader explanation.
