If the fish in this video want over that little weir they have no problem doing it. I've seen them jump 4' high and more They all look like chum and sockeye salmon to me and they return to spawn every fall. The weir is there to catch any debris coming downstream that would eventually clog up the channel it also helps aerate (add oxygen) the water so the fish can survive.

from the looks of that weir it is designed to keep fish out. my guess I it's meant to keep the salmon from going any farther upstream.
