Cop Holly believes that for some people doing the right thing isn't just a duty or an obligation, it's who they are, and when mysterious drifter Bruce helps her capture four runaway convicts hiding on her island, she thinks he's just like her, one of the good guys.
Holly and the rest of the police praise Bruce for his assistance, and welcomed as a friend he considers settling down on the island until more strangers arrive looking for him. Shortly afterwards a decapitated body is discovered and when Bruce immediately disappears it's apparent that he's the killer. Holly's dismayed, even when she learns that the victim was a ruthless criminal.
The new arrivals reveal themselves to be none other than colleagues of the victim, mobsters after revenge, and they force Bruce to come out of hiding by taking Holly hostage. Once again Bruce comes to Holly's aid and once again they fight together and defeat a common enemy, but when the smoke clears Holly faces her toughest fight of all, the fight between her feelings for Bruce and her duty as a cop to take him in.

Op een afgelegen eiland spoort de huurmoordenaar Bo (Wu Jing) de machtige maffiabaas Ma (Kou Zhan-Wen) op, brengt hem gewelddadig om het leven en neemt zijn hoofd mee. Maar door het opstekende onweer kan Bo het eiland niet meer verlaten en stuit hij toevallig op de knappe politieagente Hiu (Celina Jade). Ondertussen geeft de woedende weduwe Ma (Noriko
Aoyama) haar ondergeschikten opdracht om het lijk zonder hoofd tegen elke prijs te vinden.
Nog voordat de criminelen het eiland beginnen uit te kammen op zoek naar Bo, vermoedt Hiu dat er iets misdadigs is gebeurd. Als het hoofdloze lijk door de politie wordt gevonden en Bo verdwenen lijkt te zijn, beginnen voor haar de puzzelstukken in elkaar te passen. Samen komen ze terecht in een kruisvuur van gangsters en collega's van de politie. Ze vluchten weg maar een genadeloze jacht is begonnen...
