No, the policeman pushes him lightly at first, and then a second later, shoves him really hard.
If someone pushes you from behind while you have your hands in your pockets, you are guaranteed to fall.
Unfortunately for Tomlinson, he fell onto his head because he couldn't break the fall with his hands, causing his death.
The policeman was in the wrong, Ian wasn't even part of the "protest."

From the video I can't see how the policeman can be blamed, other than being unlucky in that a standard push led to a very bad fall (& death). Guy was dawdling in front of riot police, hands in pockets. The policeman made sure he was right behind the guy, which in 99% of cases will result in him moving the way he's facing except a bit faster. He pushed him about as hard as you push a normal door to open it. No run up, no major follow-through. A soft push, but the recipient was off-balance.
