He doesn't say "We burned down the forest". He says "We burned the forest down".

thats true. Native leader loyalty is always being bought while the populus suffer. the truth of the matter is the native leaders blew the money on drugs, sex, and woman. they then turn around and blame some joker saying he took the money. the joker got a bad rap; he's just a convienant patsy for an otherwise corrupt world. and even if he did take the money, the system or those who run it are pretty well morally corrupt and deserve to burn anyways

What do people think, I theorized that what this means is that in order for the Joker to ever fully be stopped Batman would need to give up his morals and agree to follow the Joker's rules. They after alll were only able to catch the Bandit in the forest by burning the forest since he after all wanted to "watch the world burn".
