Well When I played the game I had my starter at like lvl 25 before going for the first gym O.o It obeyed me perfectly fine...In several games actually and I even looked it up on google and everyone says that it's only traded pokemon wich taht rule applies to...but what the heck do I know?

When you do, you'll earn the Heat Badge and all of the prestige that comes with it, including the fact that you'll be able to control all Pok?mon up to Level 50.
Rsonist was correct. The level cap increases with BADGES. Mutzaki and Blueberry are wrong. Play the game before speaking. :P

No it's ONLY traded pokemon wich that rule applies to. You can train a pokemon how much you want to if they're captured.
