Correct me if I'm wrong, but in DotA2, Silencer's ultimate no longer MUTES the game for the duration of the ultimate like it does in DotA anymore, does it?

the int gain shouldn't be instant. in dota1 it takes a small amount of time for the lost int to travel to silencer
just like how it takes a brief time for sf to get his soul whenever he kills/denies a target
