What he is saying here is that the only reason she would not be getting it is if she was illegal...which is why the defendant doesn't have it. If you're not a moron, you can figure this out.

And while I'm not sure if the judge is like that to other ethnic groups outside the courtroom which would make him a real jerk but I also think the woman is very annoying especially in her last behavior.

Even though the judge may be a jerk (I am quite sarcastic and grouchy myself) and he might have used racial profiling in his assessment of her but I can also tell his impatience is probably due to having to preside over the cases of so many bullshit illegal aliens that try to game the law and simultaneously, test his intelligence.
And he unwittingly got himself caught on the poor side of this sensitive race thing society frowns upon and the childish woman throws willful tantrums in response.
