Shredder at first looked like he bit more out of than he could chew with them creatures being infants. He's lucky the professor even explained to him about their inner intellect & displaying their power. Otherwise, Shredder would of rid them in no time!

@MPT1983 Its Cuz Bebop and Rocksetady were in the cartoons and not the comics, and the movie producers, i guess have rights to the comics and not the cartoons and hence can't use bebop and Rocksteady
