If you go for the second pipe right away, it is actually possible to make it to the top without killing the two cops. It's very close though and I haven't been able to pull it off 100% yet.

And by "Runner vision" I meant "Reaction time."
The keys are like, right next to each other. :P

But yeah, it even slows down the clock for you, so there's really no penalty for using it.
